Eric Greitens signed an executive order to establish one.The head of the state agency that will oversee the plan told the Kansas City Star that it’s just a matter of finalizing the contract for the company that will supply the data. Randall Williams, director of the Missouri Department of Health and Senior Services, said that once the contract is finalized by the Missouri Office of Administration, his agency is ready to implement the program. first_imgFacebookTwitterWhatsAppEmail Minister of Agriculture and Land, Roger Clarke, announced today (May 30), that the Ministry has earmarked $200 million to assist farmers across the island to carry out high-yielding, competitive projects.Speaking at the launch of the National Consultation Workshop on Food and Nutrition Security and Vulnerability Profiling at the Terra Nova Hotel in Kingston, Minister Clarke said these projects are currently being implemented.“Additionally, with poverty reduction and food security as one of our primary objectives, with assistance from several international funding agencies, such as the Food and Agriculture Organization (FAO), the European Union (EU), the Inter-American Development Bank (IDB), the International Institute for Co-operation on Agriculture (IICA), and the United States Agency for International Development (USAID), we are also accelerating our programmes to effect social and economic empowerment in rural farming communities, as well as those of inner-city areas,” the Minister emphasized.He pointed out that agricultural sectors in the region were virtually under siege, based on the looming reality of the removal of the preferential tariffs, “which have ensured our sustainability, thus far”.The Minister said that the situation was all the more critical, as data collected by the FAO’s Systems Economists showed that “poverty, unemployment and food supply data, indicate that significant segments of the Caribbean population may not have access to sufficient food”.“Countries with significant higher economic and agricultural growth, have the greatest success in hunger and poverty reduction”, Minister Clarke pointed out.The Minister said that in Jamaica, the 2005 Survey of Living Conditions, compiled by the Planning Institute of Jamaica and the Statistical Institute (STATIN) indicated that the national poverty average decreased during the period 1999 to 2005, from 16.9 per cent to 14.8 per cent.“While rural poverty also declined by 4.1 per cent during this period. it remained 6.3 percentage points higher than the national average of 14.8 per cent in 2005,” he added.Mr. Clarke said that the Consultation fell within the ambit of the capacity building component of the FAO Food Security Project, under which a national food security assessment would be conducted.“This assessment will involve, the collection and analysis of data on household incomes and food consumption patterns; a vulnerability analysis, identifying the location, characteristics and coping mechanisms of those at greatest risk, together with the critical factors threatening future food security; and the making of recommendations, as to policies and strategies to be put in place to address these issues,” the Minister noted.The project is expected to improve the food security situation of the CARIFORUM States by increasing the availability and access to adequate quantities of safe, quality-assured food products. The big guns were out in force today including a heavyweight line-up of home runners, but Frank Rothenberger’s course saw just seven of the 40 starters go through to the second-round jump-off.France and Switzerland were each represented by two riders in the race against the clock, but it was the Swiss who came off best when the ever-more-impressive partnership of Paul Estermann and Castlefield Eclipse slotted into third behind Belgium’s Ludo Philippaerts and Challenge vd Begijnakker.“I’m very happy”, said Schwizer who has had to ask the 10 year old gelding Verdi to step up to the plate since his top ride, the mare Carlina, was sold earlier this year. “This was a tough class, Frank (Rothenberger) didn’t make it easy for us and the competition was top level so I’m very pleased about my win today”, he pointed out.A Little LenientIt seemed the German course designer might have been a little lenient when two of the first three to enter the ring – Philippaerts and legendary Frenchman Michel Robert – returned with a clean sheet, but it was simply a case of the cream coming to the top at this early stage of the competition.The course demanded control of pace and accurate steering as well as a keen eye on the clock. Three riders missed out on the jump-off when picking up just a single time penalty, including three-time Rolex FEI World Cup™ Jumping champion Meredith Michaels-Beerbaum from Germany riding Bella Donna.Rothenberger started them out over a vertical and then stretched them down a long five strides between the second, a triple bar, and the third, an oxer, before testing their control with a right-hand turn to the vertical at fence four. The vertical at six fell on numerous occasions as riders fell foul of the short three-stride distance from the previous oxer, but it was the triple combination at fence eight that proved most influential, with 11 horse-and-rider partnerships penalised there.However, as the class unfolded, riders seemed to become fixated on the need to make a careful approach to the tight final double at fence 13. And Germany’s Ludger Beerbaum and Chaman were surprise victims here, the horse ducking out at the first element, having produced an otherwise copybook round. Sweden’s Malin Baryard-Johnsson got into a muddle earlier on the track with H&M Tornesch who had already left two fences on the floor before finding the snaking line from the vertical at nine to the white oxer at fence ten a bit too confusing. They pulled right-handed here before continuing on to complete with 16 faults. And Frenchman Roger-Yves Bost and Castle Forbes Myrtille Paulois, winners of the previous leg of the Rolex FEI World Cup™ Jumping series in Helsinki two weeks ago, retired at this same spot when finding themselves completely offline on the ride down to fence 10.Against the ClockPhilippaerts led the way against the clock and really put it up to them with a confident, cruising round that saw his 10 year old Zangersheide gelding break the timers in 40.53 seconds. The French crowd got behind their hero, 63 year old Michel Robert as he set off next with his charming 10 year old Kannan mare, Oh d’Eole, whose enthusiasm for her job is undeniable. With two down however, it was left to the remaining five to challenge the Belgian, and Estermann gave it his best shot with the mare Castlefield Eclipse who has brought the 49 year old rider right to the top of the game.Their clear in 41.58 seconds was always going to keep them competitive, but when Spain’s Manuel Anon and Rackel Chavannaise produced a lovely clear but were more than two seconds off Philippaert’s target time the result seemed to be wide open.And that it was, as Frenchman Kevin Staut showed when next into the ring. He had spotted a shortcut which would bring him inside the first fence so that he could make a much tighter line from from fence five to fence seven at the halfway stage of the jump-off track. But he got it a little wrong. “At the first turn in the jump-off I lost a lot of time so I decided to take this option – Michel (Robert) told me it was possible – but I found a bad distance to the oxer at seven” he explained, after his game mare, Silvana, chested the fence before continuing on to finish with just those four faults in what would turn out to be the fastest time of the day, 39.14 seconds.Lost Their ChanceGermany’s Christian Ahlmann and Codex One were second-last to go, but they lost their chance when hitting the vertical third fence despite successfully making the inside turn that had defeated Staut, and that left it all up to last-man-in Schwizer. “At this level of the sport you always make your plan for the jump-off and I already decided I would take the same route as Kevin” he said afterwards. And it came up like a dream, helping him find his way home in 39.99 seconds to clinch the win.The sale of his top horse, Carlina, was a blow to the Swiss rider, but Verdi has stepped up to the challenge with a heart and a half, and Schwizer is more than pleased about that. “In this sport horses are always coming and going, that’s just the way it is” he said this evening. “I’m happy tonight” he added.Philippaerts was very pleased with his second placing, but Estermann was even more delighted with his mare. “I’ve had her for two years now but only competed her in smaller classes until this year. In May we were selected for the Nations Cup in Rome and she jumped double-clear there, and from then she has just gotten better and better. She is very brave, sometimes too brave, and very, very careful, so I am delighted with her. And this was a different job for her today. first_imgThere is no indication Chancellor Angela Merkel’s airplane was grounded because of sabotage or a “criminal act,” a German air force spokesman said at a press conference Friday.The plane, carrying the chancellor and Finance Minister Olaf Scholz to the G20 meeting in Argentina, was forced to turn back to Germany and land at the Cologne-Bonn airport late Thursday as a result of a technical defect.Some local media reported the government is investigating whether the plane was sabotaged. The spokesman ruled out foul play, saying there is “absolutely no indication of a criminal act,” and adding that it is “standard” to pursue all avenues in such investigations. The spokesman also contradicted reports that the plane had discharged jet fuel before landing in Cologne. The spokesman said the plane suffered from a technical defect in its “electronic distribution box,” which controls both the communication system and a fuel system. The pilots were forced to use a satellite phone to communicate with ground staff, he added.Merkel and Scholz left Germany Friday morning on board a replacement aircraft to Madrid, from where they will resume their journey to Buenos Aires on a commercial flight.It is not the first time a German government plane has been affected by severe problems. first_imgEduardo Munoz Alvarez-Pool/Getty Images(NORRISTOWN, Pa.) — Jurors in Bill Cosby’s sexual assault trial in Norristown, Pennsylvania, were told by prosecutors on Monday that accuser Andrea Constand became “completely paralyzed, frozen, lifeless” after the famed comedian allegedly gave her pills in 2004 at his Pennsylvania home.“The muscle strength in her body slipped slowly away, along with her consciousness. Total control of her body lost,” Assistant Montgomery County Assistant District Attorney Kristen Feden argued.“This is a case about a man, this man, who used his power and his fame and his previously-practiced method of placing a young, trusting woman in an unconscious state, so that he could sexually pleasure himself, so that she couldn’t say no,” she continued.According to Constand, Cosby drugged her and molested her at his home in Pennsylvania in 2004; Cosby has said that he gave Constand a Benadryl and that their sexual encounter was consensual.In 2015, Cosby was charged with felony aggravated indecent assault shortly before the statute of limitations on Constand’s claim expired. He has pleaded not guilty. Feden said this case “is about whether Andrea Constand had the ability to consent, and the answer is no.”Cosby’s defense attorney Brian McMonagle emphatically told the jury that Constand was “never incapacitated” during her encounters with the comedian, and that she had been “untruthful time and time and time again” with local law enforcement.McMonagle referred to what he called police’s “exhaustive investigation,” which initially ended with former District Attorney Bruce Castor’s decision not to prosecute. He also pointed out that it took Constand a year to come forward with her claims.“The only thing that is worse [than sexual assault] is the false accusation of sexual assault…a false accusation of sexual assault – it’s an attack on human dignity, it’s an attack on human dignity. It can destroy a man,” he added. “She was never incapacitated.”Kelly Johnson, who testified on behalf of the prosecution, told the court that Cosby gave her a “large white pill” and sexually assaulted her in 1996, when she was an assistant to Bill Cosby’s agent.“There was a little back and forth — with him telling me that I needed to relax … and I said, ‘What is it?’ And he wouldn’t tell me what it is, and he said, ‘Trust me would I ever give you anything to hurt you?’” Johnson said, adding she later felt like she was “underwater.” The next thing Johnson said she remembered was waking up in the bedroom.During her cross examination by the defense, Johnson acknowledged that she never reported the incident to authorities because she was concerned for her job.“I was humiliated and embarrassed. I was very afraid because I have a secret about the greatest celebrity in the world at that time,” she said. “And it was just … me – my word against his.”Constand, her mother and a forensic toxicologist will also testify at the trial.Cosby arrived at court around 9 a.m., walking arm-in-arm with his legal team and former “Cosby Show” co-star Keshia Knight Pulliam, who played Cosby’s daughter Rudy Huxtable on the hit show.This is the first time that Cosby, 79, has been charged with a crime, though in recent years, he has been accused by more than 50 women of drugging and/or sexual misconduct. The prosecution petitioned to have several accusers testify on Constand’s behalf, but the judge presiding over the case would only allow one to take the stand. That woman, identified as Victim No. 6, has claimed in court documents that she met Cosby in 1990 when she was working as an assistant to his personal appearance agent. Victim No. 6 claims that six years later, when she was 29 and he was 58, Cosby invited her to lunch at a Los Angeles hotel, where he gave her a pill with wine to relax. Afterward, she claims she lost consciousness, only to awake to find him sexually assaulting her in a bed. Through his representatives, Cosby has repeatedly denied all allegations of wrongdoing.Cosby has not spoken at length about the Constand case, though last month, he told Sirius XM radio host Michael Smerconish that he did not expect to testify during the trial. He also said that race may have played a role in the accusations made against him.“I can’t say anything, but there are certain things that I look at, and I apply to the situation, and there are so many tentacles,” he said. “So many different — ‘nefarious’ is a great word. I just truly believe that some of it may very well be that.”Cosby’s attorneys also broached the subject of race with regard to jury selection. The defense successfully petitioned to have potential jurors chosen from Allegheny County, rather than Montgomery County, in the name of diversity. They also believed that Cosby would have a better chance at a fair trial if the jury came from outside Montgomery County.Ultimately, seven men and five women — two of whom are black — were selected to serve on the jury. The Associated Press noted that the jury is 17 percent black, whereas in Allegheny County, the black community is just 13 percent of the total population.The defense complained during proceedings that the prosecution was trying to keep black people from the jury after attorneys nixed two black women from serving. However, the judge ruled that there were other, valid reasons to reject them.“It’s a terrific jury made up of people of all demographics,” Montgomery County District Attorney Kevin Steele said outside the courthouse after jury selection concluded. “We’re past this nonsense about the optics and things.”Cosby’s attorney, McMonagle, did not speak to reporters at that time.If Cosby is convicted, he faces up to 10 years in prison and a $25,000 fine.Copyright © 2017, ABC Radio.
